You can use the multifunctional devices (MFDs) in the library and on Campus to scan text documents. The MFD will send a PDF file to your UAL email address. Download the PDF and open it in Adobe Acrobat Pro or Adobe Acrobat DC.  When you use the "Scan & OCR" function, Adobe will add Optical Character Recognition to the file.  You should then be able to use speech-to-text software.

Alternatively, you can convert a non-accessible PDF using SensusAccess. SensusAccess is an online service, and the conversion is emailed to your UAL email address.
