Yes you can but your experiences will vary depending on which mobile browser you use and which PDF reader you use. 

If you cannot open a PDF on your mobile please try via another browser or download to different PDF reader. 

Check device app requirements specified on whichever database e-book/e-article supplier you wish to view an item from (e.g. EBSCO or ProQuest), as they may offer suggestions or require a particular app.
You may need to download additional apps that are able to access copyright encrypted documents like e-books (e.g. Adobe Digital Editions).
